After building a good board with our planeswalkers on it, using Decree of Annihilation's Cycling basically guarantees a win, removing everyone's resources and leaving only you with your planeswalkers

Again, the key is being able to put counters back onto the Willow to turn it into a proper graveyard value engine

Playable, good in a specific deck (Ghave?), but not really exciting in most decks that could run it
