Those with even a half-decent knowledge of the TCG should have already known this though, as there have been a few fantastic Gengar cards over the past few decades
Having a mechanic that's essentially "draw an elf card" (seek) or "this creature gets +2/+2 permanently" (perpetual) feels very in line with many of the things that Magic already does, just a executed a little bit differently
However, its actually not the same thing as a Shining Pokmon card, which would have a different color scheme for the Pokmon depicted in the character art to make it more in line with Shiny Pokmon from the games
Its upkeep trigger drains life and smooths draws, while reanimation turns any graveyard into value
Typhlosion is also useful for its Evaporating Heat, which discards the opponent's Double Rainbow and Scramble Energy from their Pokmon (since they count as Water Energy)
I have to look at Brimaz and make an evaluation based strictly on the words printed on the card, but his true worth will be dependent on the cards around him, a pool that will change significantly over time
