The main reason is that it is incredibly strong when you go first, as it lets you look at your opponent's hand, pick a card, and force them to shuffle that card back into their deck
This type of design insight is the most fun, finding neat ways to edge around rules or to allow people to do new, neat, combos to create unique dynamics in play to emerge
